1.0 Purpose
This document describes the procedures for generating and issuing Calibration Console Certificates for consoles that have been tested and found compliant to the requirements of EL-ENG-12-01—Requirements for the Certification of Measuring Apparatus—Electricity Meter Calibration Consoles and S-E-01—Specifications for the Calibration, Certification and Use of Electricity Calibration Consoles.
2.0 Scope
This document is applicable to Calibration Console Certificates issued pursuant to the requirements of EL-ENG-12-01 and S-E-01.

4.0 Background
The roles and responsibilities for issuing Calibration Console Certificates ensuing from the calibration of consoles are set forth in section 5.2. of EL-ENG-12-01 and S-E-01. This document provides procedures, notes and templates that will aid in the generation of certificates. It also identifies requirements for maintaining and updating certificates.
5.0 Policy
5.1 Procedures for generating calibration console certificates
5.1.1 New certificates
- Ensure that all applicable testing has been completed and documented in the P-E-01 worksheets.
- Ensure that the worksheets indicate who completed the testing and the date the tests were completed.
- Enter all data as required on the first page of the certificate using the sample certificate found in Annex A as a template.
- Assign a unique certificate number in accordance with the following numbering system:
E-AAA-BB-CCC
Where:
- E = Electricity
- AAA = EST, ONT and WES for MC Eastern, Ontario and Western region, respectively, or a 3 letter designation of a C-D-01-delegated organization
- BB = last two digits of the issue year of certificate
- CCC = sequential number assignment (001-999)
- Assign an expiry date that is one year from the date the tests were completed.
- Modify the last paragraph of the sample certificate as required so that it reflects only those quantities certified for use with the console.
- Enter any bias transformer settings that may be applicable to the console in the "Additional Notes, Comments and Restrictions" section.
- Enter the appropriate revision number(s) if the console uses any software or firmware.
- Enter all reference meter information as applicable on the certificate.
- Enter any restrictions or other notes concerning the certification or use of the console.
- Complete the tables of errors for each quantity certified for use with the console.
- Ensure that table header information is included on each new page that contains table data.
- Delete, add, or change the headings of columns as required to accommodate design, operation and use specific to the console (see examples in Annex A).
- Enter the minus (-) sign for negative errors.
- Ensure that each page is numbered indicating the total number of pages of the certificate. The certificate number should be placed on each page of the certificate.
- Include a column for uncertainty error values, or provide a separate table, depending on what is applicable (see examples).
- Generate a cover letter using the sample provided in Annex A as a template.
- Ensure that the certificate and cover letter are signed by the responsible authority delegated to certify calibration consoles and sent to the owner of the console together with a copy of the completed worksheets.
- Send a copy of the certificate, worksheets and covering letter to the local Regional Electricity Specialist (the issuing authority must retain a copy).
5.1.2 Extension certificates
- Ensure that the console meets the criteria for annual renewal of certificates as outlined in bulletin E-17.
- Issue an extension certificate similar to the original certificate; however, revise the certificate number to include the suffix identifying the renewal, as per section 6 of E-17.
- Ensure that the new expiry date reflects the one-year extension.
- Send the extension certificate to the owner of the console with an attached cover letter (see sample cover letter in Annex A). One copy is to be sent to the local Regional Electricity Specialist, and one copy retained by the issuing authority.
5.1.3 Amendments
- Calibration Console Certificates that require corrections, additions, or other amendments may be reissued under the original certificate number; however, a revision number shall be included with the certificate number:

- E-AAA-BB-CCC = Original certificate number
- rev.xx = Revision number xx, where "xx" is sequentially ordered starting with 01.
6.0 Revisions
6.1 The purpose of this revision is to update the procedure in accordance with the revision made to the electricity meter calibration console requirements in EL-ENG-12-01.
6.2 The purpose of revision 1 was to update the requirements in accordance with the changes made in S-E-01.
